Sarah Howard (Partner)

Sarah works in our Government Audit Group, specialising in external audit work for the UK supreme audit agencies.

Experience

Sarah joined us at Grant Thornton in 2007, following the merger with RSM Robson Rhodes.Sarah has over 20 years public sector experience and has overall responsibility for delivering the firm's Audit Scotland and northern Audit Commission contracts. Nationally, Sarah leads our public sector audit approach, training and quality control. Sarah is appointed auditor to a range of bodies in the North and Scotland, including a number of unitary authorities, and has recently been appointed as the auditor to Manchester City Council.

She was a member of the Audit Commission's working group, which produced the new Code of Audit Practice, and currently sits on a working party looking at the role of audit in the post 2008 CPA framework. She has carried out two corporate assessments and quality reviewed corporate assessment work. Sarah has undertaken quality reviews of auditors work on behalf of the Audit Commission for over ten years, and is also on a small panel that investigates complaints on behalf of the Audit Commission.

Sarah trained with the Audit Commission in the north and later spent five years in its Bristol headquarters in a specialist technical role putting in place arrangements for the external audit certification of central government grants to local authorities. Sarah specialised in regeneration and housing grants and is still involved in advising internally and externally on grant related issues. Sarah is an active CIPFA member. She has been an examiner, Regional CPD advisor and is currently Chair of the Yorkshire and Humber Region.
