"In what might be his last Budget, Darling decided to offer
small tokens to win affection. So there was something for everyone
except the wealthy and cider drinkers!
"This was not a big bang Budget but more a Budget of austerity and
caution, and an election manifesto speech. However, there
were a few silver linings to the seamless grey public deficit
clouds.
"As the curtain raiser to the election campaign and as the polls
narrow, New Labour wanted to come out as the party that helps the
most vulnerable sections of society. It did just that but forgot
its recent past with the City which was still cast as the source of
economic trouble. We may have to wait till after the election for
that "love-in" to be rekindled."
